Andorra is recognized as one of the oldest states in Europe, with a unique governance structure that includes the ceremonial roles of both the President of France and the Bishop of La Seu d'Urgell. This dual leadership has existed since the establishment of the modern parliamentary system in 1982. The Andorran parliament, known as the General Council, has undergone significant reforms over the years, particularly in regards to voting rights. In December 1985, Andorra made significant changes to its electoral system, granting the right to vote to all native-born citizens aged 18 and over. This reform was a significant step towards democratization, allowing young citizens to actively participate in the political process. To commemorate the 30th anniversary of this event, Andorra issued a special 2-euro coin in 2015. The coin features an image symbolising youth participation in elections, with the years '1985' and '2015' next to text noting the right to vote for those aged 18 and over. The design also includes the twelve stars of Europe, symbolising Andorra's connection to European values and integration.
